Meet the 2022 NAHC Board of Directors

The National Association for Home Care & Hospice has a new Board of Directors for 2022, featuring a new Board Chair, but the most important thing, a relentless committment to improving NAHC and making it a better advocate for providers of care in the home and their patients, has not changed at all.

“NAHC 2.0 is blessed with a very high level of interest and engagement in the NAHC Board, committees, and advisory councils,” said NAHC President William A. Dombi, who has worked closely with the Board to transform the association. “The 2022 Board is deep in talent and commitment. Congratulations to the 2022 officers, Ken Albert, Chair; Billy Simione, Treasurer; and Melissa Jeremiah, Secretary. A special thanks goes to Mary Myers, the Board Chair for the past three years, and to Brent Korte, the outgoing Secretary of the Board. The entire home care community can count on the continuing leadership and support from the NAHC Board in 2022.”

New Board Chair Kenneth Albert is the President and Chief Executive Officer for Androscoggin Home Healthcare and Hospice in Maine. Prior to his appointment to those positions in June of 2016, Ken served as the Director and Chief Operating Office of the Maine Center for Disease Control and Prevention, and the Director of the Division of Licensing and Regulatory Services within the Maine Department of Health and Human Services. Before joining the Department in March 2012, Ken practiced law for several years in Lewiston, Maine, specializing in health law, professional licensing, and regulatory and compliance law.

Ken was first elected to the hospice seat on the NAHC Board in 2019 and again in 2021. He chairs NAHC’s Public Policy Committee and the Hospice Advisory Committee.

“I am incredibly honored to have been elected Chairperson of the Board of Directors for NAHC,” Ken Albert told NAHC Report. “Serving on the Board for the last three years, my respect endures for the important work that NAHC achieves for its members and the patients and families that we all serve. As a  sector of the health care delivery continuum, home based health care continues to evolve as a vitally necessary service for millions of Americans. We are increasingly integral partners for our hospitals, medical practices, and health care facilities in the communities we serve. Medicare, Medicaid and other third-party payer beneficiaries – from birth to end of life – rely on the care we provide to achieve quality outcomes and enhance overall quality of life. I look forward to working with the talented NAHC team, your dedicated Board of Directors and all of our remarkable members as we navigate together the many changing dynamics of the health care delivery system in the United States.”

Ken’s background is rich in medical experience, including seventeen years of clinical practice in emergency and intensive care settings. In that time, Ken served as Director of Emergency Services at Central Maine Medical Center (CMMC), as the Administrator of the Occupational Health Center affiliated with CMMC, and as the Lewiston Site Manager for LifeFlight of Maine. Additionally, Ken spent five years as a traveling critical care nurse working in metropolitan, rural and tribal communities across the United States. He also served for several years as an adjunct faculty member at New England College where he taught Legal Issues in Health Care Administration.

Ken presently serves as Chairman of the Board of Trustees for Maine College of Health Professions.

In February 2022, the National Association for Home Care & Hospice (NAHC) will select members to serve on committees and advisory councils. Committee appointments are for one year, subject to reappointment from year to year. Advisory Council terms vary depending on each Council’s guidelines.

Members interested in serving should complete and return the committee or advisory council application as soon as possible. Please remember to indicate the committee or advisory council to which you are applying (please include any previous NAHC committee/advisory council experience in your personal statement).

When applying, you should describe your expertise and qualifications for the appointment personal statement that may be typed into the application or uploaded.  Also please be sure to include a copy of your current resume. Candidates’ applications will be presented to the NAHC Board of Directors for consideration and appointment. Each candidate will be notified of any appointment in March of 2022.

Following is a list of the NAHC Committees and Advisory Councils:

NAHC Committees

Audit Committee: This committee shall conduct an annual review and oversee the annual audit of the organization, provide any needed answers to Board questions related to the annual audit, and communicate audit findings to the Board. The Committee shall make recommendations to the Board of Directors regarding the selection of an outside auditor for the Association and ensure the validity of the annual audit. The NAHC Board of Directors shall approve the engagement of the independent Audit Firm. The audit committee shall oversee and evaluate the audit process, meet with the auditor to review the audit’s content, and present the audit to the full board for its review and acceptance. Members of the Finance Committee and staff shall not be eligible to serve on the Audit Committee.

Executive Evaluation and Compensation Committee: This committee shall set annual performance objectives and compensation for the President, evaluate the President’s performance, and assure appropriate succession planning. The Committee may contract external consultants for benchmarking and research support. The Committee is responsible for negotiating and recommending to the Board of Directors the President’s Employment Contract and any modifications for Board input.

Finance Committee: This committee shall review and make recommendations to the Board on all financial matters of the Association, including the determination and collection of dues, and the formulation and implementation of the budget. The Finance Committee shall oversee financial planning, record keeping, and annual audit; ensure assets are protected and anticipate financial challenges; draft organizational fiscal policies; and ensure transparent reporting and understanding among the full board.

Governance and Nominating Committee: This committee shall ensure sustainable governance of the Association including the makeup and interpretation of the Bylaws, oversee the recruitment, nomination, and election of the elected directors, oversee recruitment, nomination, and selection of the six appointed directors, maintain an appropriate balance of representation of members on the board through nominations and appointments, nominate board officers, conduct annual Board and individual Director evaluations, oversee new Director orientation, and monitor the effectiveness of Board governance policies and structure. While the Committee may provide recommendations a to nominees for election to the Board for the state Association seat, the members of the State Association section have the final determination on such candidate’s nominations.

Public Policy Committee: This committee shall recommend positions on key industry regulatory and policy matters, review and present for board approval the annual regulatory and legislative priorities and provide annual feedback on NAHC’s performance in the area of policy and advocacy.

Advisory Councils

Advocacy Council:  The NAHC Advocacy Council is responsible for developing consensus on initial policy positions on regulatory and legislative issues in home care and hospice.  The Advocacy Council provides advice and direction to NAHC Staff on matters pending before Congressional and Regulatory bodies and makes recommendations to the NAHC Public Policy Committee on issues pending before them.

Diversity, Equity, and Inclusion Advisory Council:

Established to review and respond to issues relating to Diversity, Equity, and Inclusion in the home care arena. The DEI Advisory Council will work with the NAHC Staff and DEI Consultants on an in-depth evaluation of NAHC’s internal and external responsibilities as they relate to race, inequality, and increasing access to opportunities.

Education Advisory Council

The Education Advisory Council was established to develop the areas of desired content for the education sessions, so we can distribute a call for proposals. This committee will also review those proposals with NAHC Education to determine who will be speaking at the Conference. If interested in serving on this important committee, please select this committee from the list below and provide all the requested information or contact Director of Education Amy Guberman at aguberman@nahc.org.

Hospice Advisory Council: Represents the interests of individuals and families in need of hospice services. HAA promotes the concept of hospice with the media as well as the general public, and it represents the interests of hospice providers before the Congress, the regulatory bodies of the Administration and the courts.

Home Care Technology Advisory Council: Established to provide a voice before Congress and health care for the growing home care technology industry and to advance the use of technology and telehealth in home care. HCTAA provides education and information to home care providers about the benefits of technology and how it can provide the highest standards of patient-centered care.

Palliative Care Advisory Council:

To develop and recommend to the Public Policy Committee positions on key industry regulatory and policy matters pertinent to the evolution of home-based palliative care in the United States as a distinct specialty within health care. The Palliative Advisory Council (PAC) monitors and evaluates industry trends and emerging issues with regard to the care of those with serious and/or life limiting illness. The PAC members shall also provide policy standards and recommended opportunity for state and federal advocacy efforts where indicated when such advocacy aligns with NAHC policy objectives.

Pediatric Advisory Council:

Established to develop and recommend to the Public Policy Committee positions on key industry regulatory and policy matters pertinent to the evolution of home-based pediatric care in the United States as a distinct specialty within health care.  To develop consensus-based policy positions regarding pediatric home care and hospice services based on open and transparent input opportunities from NAHC membership who are invested and motivated to advance pediatric health care at home.

Private Duty Home Care Advisory Council:  Created to render more focused support services to the expanding non-Medicare and private pay home care industry. Areas of focus are advocacy, education, networking, and providing needed business services.

Rural Advisory Council:

Established to provide insights as to needs of health care providers serving rural areas through integration with and support of NAHC committees and advisory councils to ensure that NAHC actions are consistent with the interests of rural providers. The RAC will develop and inform NAHC policy positions on legislative, legal, regulatory and reimbursement matters that affect this unique patient population and their providers who are NAHC members. The RAC shall also provide support to NAHC regarding education and member services need in rural areas.

When applying, you should describe your expertise and qualifications for the appointment personal statement that may be typed into the application or uploaded.  Also please be sure to include a copy of your current resume. Candidates’ applications will be presented to the NAHC Board of Directors for consideration and appointment. Each candidate will be notified of any appointment in March of 2022.

Following is a list of the NAHC Committees and Advisory Councils:

NAHC Committees

Audit Committee: This committee shall conduct an annual review and oversee the annual audit of the organization, provide any needed answers to Board questions related to the annual audit, and communicate audit findings to the Board. The Committee shall make recommendations to the Board of Directors regarding the selection of an outside auditor for the Association and ensure the validity of the annual audit. The NAHC Board of Directors shall approve the engagement of the independent Audit Firm. The audit committee shall oversee and evaluate the audit process, meet with the auditor to review the audit’s content, and present the audit to the full board for its review and acceptance. Members of the Finance Committee and staff shall not be eligible to serve on the Audit Committee.

Executive Evaluation and Compensation Committee: This committee shall set annual performance objectives and compensation for the President, evaluate the President’s performance, and assure appropriate succession planning. The Committee may contract external consultants for benchmarking and research support. The Committee is responsible for negotiating and recommending to the Board of Directors the President’s Employment Contract and any modifications for Board input.

Finance Committee: This committee shall review and make recommendations to the Board on all financial matters of the Association, including the determination and collection of dues, and the formulation and implementation of the budget. The Finance Committee shall oversee financial planning, record keeping, and annual audit; ensure assets are protected and anticipate financial challenges; draft organizational fiscal policies; and ensure transparent reporting and understanding among the full board.

Governance and Nominating Committee: This committee shall ensure sustainable governance of the Association including the makeup and interpretation of the Bylaws, oversee the recruitment, nomination, and election of the elected directors, oversee recruitment, nomination, and selection of the six appointed directors, maintain an appropriate balance of representation of members on the board through nominations and appointments, nominate board officers, conduct annual Board and individual Director evaluations, oversee new Director orientation, and monitor the effectiveness of Board governance policies and structure. While the Committee may provide recommendations a to nominees for election to the Board for the state Association seat, the members of the State Association section have the final determination on such candidate’s nominations.

Public Policy Committee: This committee shall recommend positions on key industry regulatory and policy matters, review and present for board approval the annual regulatory and legislative priorities and provide annual feedback on NAHC’s performance in the area of policy and advocacy.

Advisory Councils

Advocacy Council:  The NAHC Advocacy Council is responsible for developing consensus on initial policy positions on regulatory and legislative issues in home care and hospice.  The Advocacy Council provides advice and direction to NAHC Staff on matters pending before Congressional and Regulatory bodies and makes recommendations to the NAHC Public Policy Committee on issues pending before them.

Diversity, Equity, and Inclusion Advisory Council:

Established to review and respond to issues relating to Diversity, Equity, and Inclusion in the home care arena. The DEI Advisory Council will work with the NAHC Staff and DEI Consultants on an in-depth evaluation of NAHC’s internal and external responsibilities as they relate to race, inequality, and increasing access to opportunities.

Education Advisory Council

The Education Advisory Council was established to develop the areas of desired content for the education sessions, so we can distribute a call for proposals. This committee will also review those proposals with NAHC Education to determine who will be speaking at the Conference. Hospice Advisory Council: Represents the interests of individuals and families in need of hospice services. HAA promotes the concept of hospice with the media as well as the general public, and it represents the interests of hospice providers before the Congress, the regulatory bodies of the Administration and the courts.

Home Care Technology Advisory Council: Established to provide a voice before Congress and health care for the growing home care technology industry and to advance the use of technology and telehealth in home care. HCTAA provides education and information to home care providers about the benefits of technology and how it can provide the highest standards of patient-centered care.

Palliative Care Advisory Council:

To develop and recommend to the Public Policy Committee positions on key industry regulatory and policy matters pertinent to the evolution of home-based palliative care in the United States as a distinct specialty within health care. The Palliative Advisory Council (PAC) monitors and evaluates industry trends and emerging issues with regard to the care of those with serious and/or life limiting illness. The PAC members shall also provide policy standards and recommended opportunity for state and federal advocacy efforts where indicated when such advocacy aligns with NAHC policy objectives.

Pediatric Advisory Council:

Established to develop and recommend to the Public Policy Committee positions on key industry regulatory and policy matters pertinent to the evolution of home-based pediatric care in the United States as a distinct specialty within health care.  To develop consensus-based policy positions regarding pediatric home care and hospice services based on open and transparent input opportunities from NAHC membership who are invested and motivated to advance pediatric health care at home.

Private Duty Home Care Advisory Council:  Created to render more focused support services to the expanding non-Medicare and private pay home care industry. Areas of focus are advocacy, education, networking, and providing needed business services.

Rural Advisory Council:

Established to provide insights as to needs of health care providers serving rural areas through integration with and support of NAHC committees and advisory councils to ensure that NAHC actions are consistent with the interests of rural providers. The RAC will develop and inform NAHC policy positions on legislative, legal, regulatory and reimbursement matters that affect this unique patient population and their providers who are NAHC members. The RAC shall also provide support to NAHC regarding education and member services need in rural areas.
